The implementation of the gender strategy was rolled over into LAP-2 with the aim of promoting coherent and sustained approach to addressing women and men’s concerns for equitable development in relation to land administration through gender sensitive data gathering, participation and in the design and monitoring processes of the Project.
Specifically, the Social Development and Gender Unit facilitates gender mainstreaming in participating agencies by integrating gender equality objectives and results indicators into the Project programming and reporting as well as support analysis of policies, documents and legal frameworks on Land to assess their gender impacts. The Unit ensures that identified institutional arrangements and mechanisms are put in place for comprehensive implementation of the Gender Strategy action plan five key areas (i.e. Public Education, Capacity Building, Institutional processes and reforms, advocacy and Collaboration and Networking); facilitating the establishment of a Social Development and Gender Unit at the decentralized levels within the new Land Commission and other Land Sector Agencies to facilitate the implementation of the action plan. The Unit is also responsible for the development of broader plans to sensitize various stakeholders on the project in order to obtain women's participation in Project activities and decision-making, as well as ensuring that women's rights to land are acknowledged.
Collecting gender disaggregated data as well as fostering a high degree of participation especially of women and other key stakeholders including Civil Society Organizations (CSOs) such as CICOL and several others in planning, implementation, monitoring and evaluation.
Due to the significance of the Social Development and Safeguards issues under this Project, the Unit is also responsible for advising and guiding the Project on issues of resettlement as well as provide operational and technical support on social safeguards including the development of resettlement action plans for involuntary resettlement where it occurs under this Project. Specifically, the Unit is ensuring that the Abbreviated Resettlement Action Plans (ARAP) and the Environmental Impact Assessments (EIA's) for the Accra and Kumasi Buildings for the Lands Commission are implemented.
