Technical note: Keep the regional file 'xxx_settlements.dra' as the master file, where all data are entered to and from where the data are then copied to the national file 'Ghana_settlements.dra'. (In the national settlement file delete all the settlements in the region, then copy from the regional master file, and paste to the national file).
