8.6.2.2d UPN Range for Quality-Control

Level of expertise required for this Chapter: Expert; specifically for LUPMIS @ TCPD

Technical note about the UPN range box for quality-control:

Experiences showed, that numbers are very error-prone when optically scanned or even when entered manually. Both scanners and entry staff often confuse 5 with letter S, 1 with letter l, 0 with letter o etc. This will result in a wrong UPN number, which is the main basis for parcel and property identification. Hundreds of UPN have been found with errors like 0S78, or o678, or 067B etc instead of 0678. This can be avoided with the quality-control (QC) tool of the revenue import.

The extreme western, northern, southern and eastern limit of a District (plus a security margin) are read from the system-GIS file ..._district.dra (e.g. STMA_district.dra) and displayed as default figures (all in UTM). In almost all cases, this works well.

For example, with the displayed example below, the range of the UPN's 1.segment (x value) should be between 612 and 662 (i.e. the western and eastern edge of the STMA District). 613-0530-0001 is ok, but if a UPN reads 609-0530-0001 it can not be in this District and is thereflore flagged as wrong. Also, if a UPN to be imported is 0b13...., this can not be correct.

If for whatever reason, you want to change the range, you can do so by simply entering different figures (all most be in UTM in km).
